Abstract

This study examines the British intelligence report titled “Pan-Turanian Movement,” dated October 1917 and registered under reference number CAB 24/33/82 at the National Archives of the United Kingdom, within its historical context. The year 1917 marked a critical phase of World War I: the Russian Revolution had occurred, Britain had captured Baghdad, and the United States had entered the war on the side of the Entente Powers. Prepared in this context, the report was produced by the British Intelligence Bureau to analyze Turkish nationalism and the Pan-Turanian movement in the Ottoman Empire and Turkistan. The document provides assessments on the geographical distribution of Turkish-speaking populations, the ideological approaches and political practices of the Committee of Union and Progress (CUP), the tension between Pan-Islamism and Pan-Turkism, and the Ottoman Empire’s policies toward Arab and Armenian populations. This study evaluates the report in relation to the political conditions of its production and situates it within contemporary intelligence practices. The study also critically analyzes Britain’s imperial interests as reflected in intelligence discourse. The report portrays Turkish nationalism as an artificial and largely European-inspired movement, addresses the Armenian issue from a strategic perspective, and advances predictions regarding the future of Turkish populations in Central Asia following the Russian Revolution. The document is therefore significant for understanding power relations, geopolitical competition, and colonial mentality. The main objective is to reveal the historical value and limitations of this intelligence report through systematic document criticism. It contributes to historiographical debates on wartime intelligence, nationalism, and imperial strategy.
